Defence Cabinet Secretary Soipan Tuya has revealed plans to revamp the Kenya Defence Forces (KDF) recruitment system to eliminate fraud and ensure equitable representation across the country.
Speaking before the Senate on Wednesday, March 19, 2025, Tuya highlighted the alarming rise in fraudulent activities where impostors manipulate unsuspecting Kenyans with fake recruitment notices and impersonate senior military officers.
“Sometime late last year, we encountered a fully-fledged fake recruitment notification, complete with KDF and Ministry of Defence logos, misleading the public. We have Kenyans masquerading as generals in full uniform and ranks,” Tuya stated.
To counter these malpractices, she emphasized that the Defence Council, which she chairs, is working on a more secure and transparent recruitment system.
“One of the key principles of national security is that the recruitment of national security organs must reflect Kenya’s diversity in equitable proportions. We are working on a watertight system to uphold this principle,” she added.

Tech-Driven Police Recruitment Plans
Tuya’s announcement follows a similar commitment by Interior Cabinet Secretary Kipchumba Murkomen, who recently unveiled plans to integrate technology into police recruitment to curb corruption and ensure fairness.
Speaking at the GSU Headquarters on March 6, 2025, Murkomen disclosed that discussions were underway with the National Police Service Commission (NPSC) on automating the recruitment process.
“We are working with NPSC to ensure technology is deployed, making recruitment more transparent and preventing Kenyans from being conned by fraudsters selling fake slots,” Murkomen stated.
This move aligns with recommendations made by the David Maraga-led task force on police reforms, which advocated for:
✔ Online applications for police recruitment.
✔ Personal interviews at designated recruitment centers.
✔ Digital tracking of the recruitment process to eliminate manual interference.
“To stem malpractices in the recruitment process and promote competence, accountability, and integrity, the Taskforce recommends full automation of the exercise,” read the report in part.
