Kagame Slams Canada Over Sanctions on Rwanda: A Diplomatic Standoff

Rwandan President Paul Kagame has fiercely criticized Canada for imposing sanctions on Rwanda amid allegations of its involvement in the ongoing conflict in eastern Democratic Republic of Congo (DRC). The sanctions, announced by Global Affairs Canada, accuse Rwanda of human rights violations, a charge that Kagame has denounced as both biased and unfounded.

 

Rwanda’s Strong Rejection

In a statement released on March 4, Rwanda’s Ministry of Foreign Affairs expressed deep outrage over the sanctions. The statement declared that the attribution of atrocities to Rwanda is “defamatory” and promised to seek clarification from the Canadian government. Kagame’s administration insists that while Canada claims to support regional peace efforts, it unfairly singles out Rwanda, ignoring the actions of the DRC’s armed forces, the Democratic Forces for the Liberation of Rwanda (FDLR), and the Wazalendo militia.

 

Allegations of Hypocrisy and Escalating Conflict

Rwanda’s leadership argues that Canada’s sanctions not only misrepresent the situation in the DRC but also risk emboldening the DRC to escalate its attacks on civilians, particularly in South Kivu, where communities such as the Banyamulenge have suffered daily bombings. The government contends that these measures are counterproductive and fail to hold the DRC accountable for its own role in the conflict.

 

Canada’s Measures and Rwanda’s Response

In its recent announcement, the Canadian government condemned the actions of the March 23 Movement (M23) for seizing territories in eastern DRC and accused the Rwanda Defence Force of supporting the rebel group. As a result, Canada has implemented several sanctions against Rwanda, including:

 

Suspension of export permits for controlled goods and technologies,

 

A halt on new government-to-government business engagements,

 

A review of Canada’s participation in international events hosted in Rwanda.

 

 

Rwanda’s response underscores a commitment to an African-led mediation process, rejecting sanctions as a solution and urging for a more balanced approach to resolving the conflict.
