Kenya’s Foreign Affairs Cabinet Secretary Musalia Mudavadi is set to travel to the Dominican Republic as part of a diplomatic mission to strengthen support for the Kenya-led Multinational Security Support (MSS) operation in Haiti.

Mudavadi, who is concluding his official trip to the United States, will be in Santo Domingo from May 11 to 13 to finalize key agreements with the Dominican government.

Key Agreements to Support Kenya’s Mission in Haiti

According to a press brief from Mudavadi’s office, the visit will focus on signing several Memoranda of Understanding (MoUs) that include:

  • Medical evacuation protocols for injured officers
  • Repatriation of deceased and wounded personnel
  • Securing access to Dominican territory for Kenyan troops in Haiti

Why the Agreements Matter

With nearly 800 Kenyan officers deployed in Haiti, the mission has faced significant challenges, including gang violence and logistical setbacks. At least two officers have been killed and several others injured in recent operations.

The need for medical evacuation through the Dominican Republic has become critical, as reports of grounded armored vehicles and inadequate gear continue to surface. These agreements aim to streamline emergency response and enhance the safety of deployed personnel.

Backing from the U.S. and the UN

During his recent visit to Washington D.C., Mudavadi held talks with U.S. Secretary of State Marco Rubio, who reiterated America’s support for Kenya’s leadership in restoring order in Haiti and advancing regional stability.

Diplomatic Expansion in the Caribbean

Kenya also plans to enhance diplomatic ties in the region by posting its first Consul General to Haiti next month. The post will be filled by former Deputy Inspector General Noor Gabow, who will also oversee operations in nearby Caribbean countries.

In addition, Kenya will sign an education cooperation agreement between the Dominican Republic’s Institute of Higher Education in Diplomatic and Consular Training and Kenya’s Foreign Service Academy.
