Ogamba Sounds Alarm on Misuse as Ksh22B Hits School Accounts

The Ministry of Education has released over Ksh22 billion to public basic education institutions across the country as capitation funds for Term Two.

Breakdown of Capitation Funds

According to Education Cabinet Secretary Julius Ogamba, a total of Ksh22,028,911,191 has been allocated to facilitate smooth learning and operational activities in the second term.

  • Ksh1.37 billion for Free Primary Education (FPE)
  • Ksh8.9 billion for Free Day Junior School Education (FDJSE)
  • Ksh118.4 million for FDJSE Special Needs Education
  • Ksh11.64 billion for Free Day Secondary Education (FDSE)

Government Reaffirms Commitment to Learners

CS Ogamba said the disbursement aligns with Article 53(1)(b) of the Constitution, which guarantees every child the right to free and compulsory basic education.

“This funding will ensure the seamless running of school programs this term. The government remains fully committed to supporting learners and institutions,” stated Ogamba.

Strict Warning Against Unauthorized Levies

Ogamba cautioned school administrators against imposing illegal charges on parents, urging them to manage the funds transparently and efficiently.

“School heads and principals are directed to ensure prudent use of these public resources. The Ministry will deal firmly with any confirmed cases of misappropriation or unauthorized levies,” he warned.

Increased Scrutiny of School Expenditure

The Ministry has in recent months ramped up oversight measures, following complaints from parents over unapproved charges and poor fund management. Schools are now expected to account for every coin received from the government.
