Why Cleophas Malala Has Been Summoned by DCI
The incident occurred on Saturday, August 2, when the former Kakamega Senator landed a helicopter at the center of Mumias Complex Stadium as the finals of the National Secondary School Games were underway. The match featured Musingu High School and St. Joseph’s Kitale.
Western Region Police Commander Issa Mohamud addressed the press on Monday, August 4, urging Malala to appear at the DCI offices in Kakamega before Friday, August 8, 2025, to assist in the ongoing investigations.
Public Safety Concerns Raised
According to Commander Mohamud, the helicopter landing was not authorized and posed a significant safety risk to students and spectators in attendance. He labeled the act as a “reckless publicity stunt” aimed at gaining political mileage.
“It was not an emergency landing or an accident. This was a reckless, self-serving act by Cleophas Malala, prioritizing personal glorification over public safety,” said Mohamud.
The police further indicated that the incident violated multiple regulations, including civil aviation laws, Ministry of Education safety guidelines, and sections of the Kenyan Penal Code.
Multi-Agency Investigation Underway
A joint investigation has been launched involving the DCI, the Kenya Civil Aviation Authority (KCAA), and the Ministry of Education. The agencies aim to determine whether proper protocols were followed and whether criminal charges should be pursued.
As of publication, Cleophas Malala has not issued a public statement regarding the summons or the allegations surrounding the incident.
