Ruto, Raila Form Committee to Oversee UDA-ODM MoU Implementation

Committee Named to Drive the 10-Point Agenda

In a joint statement released on Wednesday, August 6, the two leaders confirmed the appointment of the committee, which will be responsible for driving the implementation of the 10-point agenda set out in the Memorandum of Understanding (MoU) signed earlier this year.

Dr. Agnes Zani has been appointed to chair the committee. Other members include Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo.

Secretariat to Support Implementation

To ensure smooth coordination, the two parties have also set up a joint secretariat co-led by Executive Secretaries from UDA and ODM. The statement noted that the committee will receive full support and funding from both parties.

“A structured secretariat has been established to support the Committee’s operations. It will be fully funded and facilitated by both UDA and ODM,” the statement read.

Committee to Consult Stakeholders Nationwide

The team will consult widely with different groups across Kenya to ensure the MoU reflects the true needs and desires of the people.

“In carrying out its work, the Committee will hold inclusive talks with members of the public, government departments, independent commissions, civil society, faith-based groups, and private sector players,” the statement added. The goal, they said, is to make sure the MoU leads to meaningful and inclusive change.

Reporting Timeline and Public Accountability

The committee will begin work immediately and has been asked to submit updates to the principals every two months. A joint Parliamentary Group made up of Kenya Kwanza and ODM lawmakers will receive updates every quarter.

The first Parliamentary Group meeting is set for August 18, 2025, while a full public report will be published on March 7, 2026, to mark one year since the MoU was signed.

Key Areas Covered by the MoU

The MoU, signed in March, focuses on ten major areas aimed at promoting peace, unity, and good governance. These include:

  • Full implementation of the NADCO Report
  • Inclusivity in public service and governance
  • Protection of devolution and county governments
  • Youth empowerment and job creation
  • Leadership and integrity reforms
  • Right to peaceful assembly under Article 37 of the Constitution
  • Compensation for victims of protests and unrest
  • National debt management and fiscal responsibility
  • War against corruption and wastage
  • Respect for the rule of law and constitutional rights

This agreement between UDA and ODM is seen as a major effort to bridge political divisions and work towards a common national vision.
